At COP28, countries set a global target to double progress in raising energy efficiency by 2030. Improving the energy performance of existing buildings is essential to achieving this goal. While much is known about how to do this, in practice it has proven very difficult, with investment being a particular challenge.
This workshop provided an opportunity to learn about how policy approaches supporting financing energy efficiency building renovations in buildings have worked out in practice. The session explored the key principles of energy efficiency financing instruments to support government decision-making about most effective use of public funds. Experts spoke about financing mechanisms, highlighting the elements of most importance to policy makers.
Participants addressed the following questions:
- What financing mechanisms are available to support energy efficiency building renovations?
- How can public funds be used most effectively to foster home and building renovations?
- What are some strategies to mobilise private finance without public funds or by leveraging/maximising them?
The emphasis was placed on capacity building for policy makers as well as on featuring the most effective financing tools needed to achieve scale.
The event was organised by the Energy Efficiency Hub’s Energy Efficiency in Buildings Task Group and included in the official programme of Berlin Energy Transition Dialogue.
